Attempting to farm Divination Card

I have a SSF character for whom I am trying to farm Incantation cards in the Western Forest Act 6 to get a Whispering Ice. When I arrived I was level 55 and now I'm about to turn 60 and have yet to see a card. Is this just bad rng or might I be doing something wrong?

My SSF project is a Vaal Lightning Strike gem. Been running Caverns in Act I off and on for it. Got a bunch of others gems that way, but not my target. It's like the game knows.

" Not exactly sure how the drop penalty works but the more over levelled for a zone you are the less drops you get and western forest is 48. |
