Cannot raise some spectres

I have no links, no triggers, just lvl 24 raise spectre gem.
Instead of targeted corpse I summon differnt spectre that corpse was.
This bug includes arena master and syndicate operatives.
Problem is i play on SSF, and cant go to someones hideout for them

Little update.
I noticed that I cannot raise any spectres that spawns from encounters like influeced mob packs or spawned minions from syndicate.
Instead of them, i raise common mob as spectre from that map.
So i tried to do this in heist, it works fine there.

I've noticed this as well. I can't raise Black Scythe Arbalist from Tujen's expedition. Instead I get Kraityn's sniper. Also for a test I raised 3 Black Scythe Mercenaries, all 3 were different spectres and no Black Scythe Mercenaries when I desecrated. Also playing SSF.

Update.
I can raise spectres from syndicate safehouse, but not from encounter on maps.
Also harvest mobs have same problem, I cannot raise them at all.
