Graphics glitch when using Vulkan API

I have the exact same issues and I tried to resolve it for 5 hours straight. When changing the PCI slot of my GPU to the PCI slot which only supports PCI express 16x 3.0 the issues is gone and I can play normally.

What slot was it in before and what did that support ?
If possible can you tell us what motherboard you use and what slots you moved the GPU between ?
Recently I noticed the Programm GPUZ saying that my gpu is currently running on a pci slot that only supports 16x3.0 instead of 16x4.0( I don't actually know what the difference is or what it does) and it said that it could result in a performance loss.

So I changed the PCI slot from PCI2 (the one closer to the CPU in case you check up the MB) to PCI1, nothing really changed as far as I could tell on benchmarks, no performance gain or loss, but when I started PoE I suddenly noticed the exact same issue the OP showed in his GIF, I thought it's simply a driver issues so I tried newer and a lot older driver(2020 one), but the issue was still there. I also used DDU to ensure I was properly re-installing the drivers.

I was wondering if the PCI slot change could have caused it, so I put the GPU back into where it was before and the problem vanished.

I have absolutely no clue why it happens, but I am happy to provide any kind of information.

So for my specs:

Latest windows 11 version, but there was no update in-between the issue appearing and disappearing.

GPU: Radeon 5700xt
CPU: ryzen 5 3600x
Ram: vengeance Corsair 3000mghz 2x8gb
Motherboard: b450 Asus prime plus
Power supply: 850 watt so that shouldn't be an issue

All of my parts are overclocked but for the sake of testing I also put them back to their normal values to ensure none of that caused the issue.

Same issue here, rly sad :/
My issue was caused due to watching Youtube Videos on second screen with Google Chrome. Firefox fixed the issue for me.

Try to close other programms running in the background.

nvidia 2080 ti
i7 8700k
