Shocking shocked enemies?

If i hit a shocked enemy with a shocking hit, does it count as another shock?
Stormrider gives "10% chance to gain a Power Charge when you Shock a Chilled Enemy", so if i hit a chilled boss 6-7 times a sec with a 95% crit lightning, is it a viable way to keep my power charges up? Or do i have to wait until the first shock expires?

The game records each application of shock but only the strongest will ever be in effect. If a stronger shock expires but there is still duration on the weaker, you get the weaker shock.

For your question you should have no trouble maintaining power charges. Just keep in mind your "95%" was probably calculated assuming all 3 power charges. There will be a ramp up time.
