is poe blocking battleping vpn?

im using a free vpn the past month with this free vpn battleping and now i can't play poe with it. It just says Failed to connect to instance.

with no battleping i can play with 150+ ping
with battleping i can play with like 40-60, i live in Philippines so the servers near me are Japan and Singapore. its like 100-200 ping on them on normal no vpn gameplay. Playing with 40-60 ping in HC feels a lot more comfortable. Sometimes ping are unstable and i use Texas servers.

I did a winMTR, i hope someone could answer thanks.
