Rog, the Dealer (dealing mechanic)

Hi guys,

Can someone please explain me, why during the "dealing" with Rog I was being offered the choice to "Remove a single Modifier with the Lowest Modifier Level" and the Modifier that is going to be rerolled is higher than others that present on the item?

Modifier level denotes the item level required for that tier of modifier to spawn, it's not the tier of the modifier.

T7 mana requires item level 42.
T2 life requires item level 36.
T3 mana regeneration requires item level 42.
T2 cold resistance requires item level 72.
T3 strength requires item level 66.

Life is removed because it has the lowest item level requirement.

We are fortunate enough that they added the highlight of the affected modifiers, otherwise you would have needed to check these requirements manually yourself.
