not unless your build also has something that says

"your cold damage can inflict scorch"
As far as I am aware, the only source of that modifier is Scorching Conflux from Leadership's Price.

Modifiers to ignite are not automatically turned into modifiers to scorch.

Items that allow inflicting scorch, brittle, and sap with damage prevent inflicting ignite, chill, freeze, and shock for balance reasons, but the alternative ailments do not benefit from any modifiers that are specific to the original ailments.

E.g. modifiers to cold ailments will still improve brittle if you obtain a source of inflicting brittle rather than chill, but modifiers to chill itself do not affect brittle at all. While brittle is a cold ailment, it is not chill.

yes i forget to mention, the background is I am using The Interrogation jewel which means I have secret of suffering in my passive tree.

and based on wiki: Hrimburn,

"
Cold Damage can Ignite: Hrimburn allows the player's cold damage to ignite enemies, in addition to freezing and chilling. The burning damage from ignites caused by cold damage is cold damage that has been converted to fire, so it will follow the usual rules for damage conversion and can be affected by both cold and fire modifiers (along with other usual modifiers to ignite).[1]

so there is fire damage there which might initially deliver ignite but with The Interrogation jewel the ignite turns out to be scorch?

Since you cannot ignite due to Secrets of Suffering, that modifier on Hrimburn will do absolutely nothing.

No you're not dealing any fire damage. There's no damage converted to fire if you're dealing 100% cold.

Hrimburn would (if not for Secrets of Suffering) allow your cold damage to ignite, and the damage of the ignite would be calculated as if it was converted damage.

No. you have already said you're converting 100% of damage to cold.

All of your damage is cold damage. the game doesnt look backward to see 'some of it was fire, and some of it was lightning, so he can do these ailments'. it doesnt work that way.
