Amber, Jade, Lapis Amulets are blocking respective flat attribute affix from rolling

Title. Amber cannot roll explicit +strength, jade can't roll +dexterity, lapis can't roll +intelligence. Onyx can roll +all attributes.
Proof: 1. Search expedition trade for these items, barely any exist for how common the affix is. (https://www.pathofexile.com/trade/search/Expedition/2pZMWz5Uk) 2. Items that do have implicit and explicit of the same attribute (Amber base with explicit strength for example) don't display a tier for the explicit mod. This is true on the trade site as well. 3. Spent 500 alts and 75-100 alch/chaos trying to roll such an amulet, never saw the affix once. The affix can still be forced with essences. Some screenshots for point 2 below. A jade amulet rolled a few leagues ago using chaos. "of the Wind" doesn't state a tier.  Random amulet listed on Expedition right now. Strength affix doesn't list a tier. From the context of 3.15 patch note Str cannot be stack with Str + Int/Dex hybrid mod , but may be GGG also nerfed so that str implicit cannot be stacked with explicit in 3.15?
