Unable to add Strength to a Heavy Belt using an orb of Alteration

I used 200 orbs of alteration to try to add strength to a Heavy Belt. The belt has a strength implicit.
The implicit should NOT prevent the addition of Strength as an explicit modifier. Last bumped on Aug 18, 2021, 3:41:32 PM

As of patch 3.15.2 this works correctly :)
