Please 0 mana cost for Cast on Death + Portal

Some softcore QoL suggestion.
I just died in a no regen map and my Cast on Death did not proc Portal (need mana for triggers since 3.15) so I needed to run the from my original portal. Not sure if Cast on Death is breaking the game in any way, but it would be great if CoD Portal worked every time even without mana. Cast on death has a 0% cost and reservation multiplier, it should have gone off as long as you were in an area where you could use a portal scroll. I'm not sure if having it in a 4 link with ballista totem + ensnaring arrow might have caused the issue.
You cannot portal scroll from the areas you mentioned and that's why the gem doesn't work there. |

You were probably stunned/frozen/not able to portal? CoD portal has a 0 mana cost.

portal gem has no mana cost & cast on death has mana multiplier of 0%. Idk what you're talking about.

" I am playing a lot and dying a lot so I was surprised that the portal did not go off, this was the first time it happened. And the no regen map was the only explanation I could think of. I died in a harvest where CoD Portal normally works. Being stunned/frozen does prevent triggers to go off? If not what could have been the reason the portal did not go off?
