Do i need my power charge activated on my body to make this mod effects? or i just need to max out my number of max power charge?

Nope. If if doesn't say something, that something isn't there. This one doesn't mention having powercharges at all, so why would you think it did? You naturally have a max number of power charges at 3, but you can modify that by at least a dozen different ways. That's the number being used by this item. It has nothing to do with how many charges you have active.

Might be different there. Don't expect information that comes from there to be accurate. It's literally impossible for an item to behave differently than it says it will in this game. The text you see is generated by the same feature that generates the effect. It's not just what someone typed.

Now debating intent is always fun. Did they intend it to work this way? Who knows? I'm pretty sure they did.
