Malachai's Loop

Malachai's Loop seems bugged to me. I have 5 max and min power charges with Hierophant's Conviction of Power and the Disciple of the Forbidden node in the passive tree, along with Instability.

After equipping Malachai's Loop, I get 7 max power charges, which is correct. However, when standing in my Hideout, I start generating power charges even though it only says "20% chance to gain power charge on HIT." I'm not attacking anything. The other weird thing is that it starts at 5/7 power charges, generates 1 to 6/7, and instantly goes back to 5/7 while shocking me. It's not even max despite it saying "Lose all power charges on reaching MAXIMUM power charges."

Hopefully this information is accurate and I'm not missing anything unusual. Thanks.

Do you have something equipped that might generate charges for you, such as Willclash or Ralakesh's Impatience?

Going from 6/7 to 5/7 is normal since as soon as you reach 7/7 you lose them immediately.
