Citadel in Valdo's Rest won't spawn, can't progress my atlas

As per the title, the citadel in Valdo's Rest won't spawn for me. I've run 6 distinct maps in the region and some several times, but no citadel.
Since every other region requires 4 watchstones to spawn a conqueror and I only have 3 distinct watchstones I'm stuck on progressing my atlas. Anything I'm missing?  Last edited by Supersander#0251 on Aug 7, 2021, 8:48:46 PM Last bumped on Aug 7, 2021, 9:09:59 PM

To spawn the citadel in Valdo's Rest you need to kill the boss of a tier 3 map, then go thru the Zana portal that spawns and touch the watchstone statue.
Since you have already done a T3 Wharf, I suspect you missed the portal (which can be very hard to see). Do another t3 map in that region. 17/04/2021 https://www.pathofexile.com/forum/view-thread/3082616/page/1
