Scavenger Weapon Skin

The tooltip says it works for any dagger, wand, claw, sword, one hand mace or club or axe, etc. I have a rune dagger equipped, which last I checked was usually considered a dagger. My Lightbringer weapon skin does, for example. However, the Scavenger Weapon won't let my apply it.
