Character can not leech life or mana

My character can not leech life or mana (using Blood Rage and anointed Spirit Void). Not sure when it started, but I noticed it around act2.

leech is not very effective at low levels, I would recommend annointing Essence Sap if you can afford it(.2% less mana leech and gain +2 mana per hit) instead
it is a % of your hit damage and is capped based off your max life/mana |
