Problem with Victario´s Charity mods

The resistance modifiers of the Victario's Charity shield do not apply to the character and it also slows my movement speed, although I imagine that is because of the weight of the shield. I switched to another shield with 30% lightning resistance and the bump is not applied to me. If I completely remove the shield, the only thing that changes is the movement speed
