Herald of Thunder & Hextouch Support

Hello,

I am trying to support Herald of Thunder with Hextouch. When linked, the curse skill becomes disabled, and a modifier symbol & appears on the Herald of Thunder skill icon. Additionally a modifier that says "applies linked hex curses on hit". I have linked conductivity to the 2 gems as well.

From my understanding the only time Herald of Thunder is able to hit is during the storm which occurs for a duration after killing a shocked enemy.

For some reason, when the storm lightning hits enemies it does not apply the conductivity as expected.

Please explain to me why Herald of Thunder is unable to apply conductivity -- or perhaps this is a bug?
