Instilling orbs and Incursion: Used when adjacent flask not working

During incursions, the instilling orb enchantment "used when an adjacent flask is used" is not working, as shown in the screenshot below.

I tested some more and it seems sometimes it works but something breaks it and then it stops working. During another map, It worked just as the incursion was starting, but then stopped working.

In yet another map, it worked throughout the duration of the incursions.
