Event triggers unplayable stuttering

Events like : opening lock box, syndicate assassination, huge loot explosion, going through simulacrum portal, etc

create stutters to the point where when the game catch up, you are dead.

I tried everything, brought productionconfig.ini to very very low texture, no_shadows, water detail and illumination in the 30+
Disabled sound effect, played with -noasync , -waitforpreload etc.

There is something very very wrong with the engine of this game. My laptop is not the best, but i am way over minimum requirement.

I have seen footage where PS4 players cant barely play due to stuttering.

How come you have streamers telling people in video to disable sound effect in order to boost FPS. ( shout out to balormage, thank you , you are great)

And plz, do not bring the big math etc, Every game do math.. i play Planet Side 2, we are 300+ shooting at each other, tank roaming around, saucer flying, everyone has different weapon, armor value etc ( + the game as an actual gravity to math all the time) and there are NO STUTTER at all.

I played POE since beginning, i keep quitting and coming back in the hope those stutters are fix.

Anyone have suggestion, Any real commitment to fix what is broken from GGG first before pumping more crap on top?
