Dannig Expediton Map Not Working

When I put in the expedition logbook at Dannig, it shows the map and let me choose the expedition. Once choose and click open portals, it summons nothing and the logbook is gone. Please help to fix this, waste 2 logbook already, do not wish to waste other to keep trying. Even restart the client and it is still same. I am fine with my 1st character before this and this happen on my 2nd character. Do not wish to try it on my 1st now, got no logbook to waste again.
Btw my quest" The Lost Expedition" is not complete on the 2nd character, is this the problem?

all portals will spawn around the map device if it is available, if you haven't unlocked it yet they would open around the appropriate master
