Non-Permanent Minions and "Minions Created Recently"

Both Herald of Purity and Dominating Blow have mechanics that state that the skills either create new minions or refresh the duration of an existing minion. For the purposes of mechanics that take into account whether the minions were created recently, do the "refreshed" minions count as minions that were created recently, or are they just considered one long-lasting minion?

Depending on how this works, notables such as Blessed Rebirth (Minions cannot be damaged if they were created recently) and Call to the Slaughter (Minions created recently have increased attack/cast/movement speed) would be quite strong for these skills since new minions are constantly being created. However, if "refreshed" minions are considered one minion, then that would allow for the retention of any charges gained from various sources, meaning it would make more sense to invest into something like spectres that grant charges to minions.

*DB and HoP are used as examples here, Phantasms and Raging Spirits that have had their durations refreshed could also fall in this category*

I don't know for certain, but I assume created means created. If you summon or raise a new minion who replaces the old, then the new one is created.
