Does any flask modifier apply to the new Explosive Concoction gem?

I'm curious about how the new Explosive Concoction skill interacts with flask modifiers like reduced flask charges used and chance to not consume charges.

We know these modifiers apply to flask charges used when you actually use a flask for its effects, but what about consuming charges for the purposes of the skill?

If I get for example "34% reduced flask charges used", will the skill only consume 2 charges instead of 3 of each respective flask to gain the damage bonus?

If I have "% chance for flasks you use to not consume charges", does that have a chance for the skill to not consume the charges as well? I assume the wording here would mean that it doesn't interact with the skill since it says "YOU use", but just wanted to clarify.

Patch Notes.

Based on the phrasing of the gem, reduced charges consumed should apply, and chance to not consume charges should prevent the skill from dealing its bonus damage based on consuming charges when it does not consume any.

These things may have changed by the time the league launches.
