Can someone explain why frenzy is good?

you can pewpew faster. Good for single target enemies who are elemental resistant.

Frenzy also synergizes with some skills. Like Flicker Strike - you get an attack speed bonus for each frenzy charge on top of the built in speed bonus of frenzy. Additionally you can burn a frenzy charge to bypass the cooldown on flicker strike.
