I think they missed that you have it in your system.
Are you sure that poE is set to use it because it could be that PoE try to use the Intel card.....
If you have two GPU (Intel is "sort of"), you can always disable Intel one in BIOS.....

Well, i disabled intel GPU (Via device manager, not bios) and it was impossible to play, i guess all the graphics went to the CPU

Then i tried disabling Nvidia GPU, and it seems to solve the problem, i can play content which i couldn't play b4, but the game is rllllyyyyy blurry (i disabled vsync, didnt help)

Well, it just another example of terrible architecture of laptop that not suitable to gaming.

This means something is REALLY wrong with the hardware of the laptop.
The game should run on the nVidia GPU because this is the strongest but for some reason your laptop will not allow PoE to access the GPU.

So you need to talk to the Vendor of the laptop. Maybe it needs bios firmware upgrade or something.

You also needs to check in poE graphics settings what GPU it's detecting.
