Unveiled hybrid resistance mod cannot be changed with harvest crafting

An item with an unveiled "of the chosen" hybrid ele/chaos resist mod (such as +16% to Lightning and Chaos Resistances) cannot be changed with the harvest craft "Change a modifier that grants Lightning Resistance into a similar-tier modifier that grants Fire Resistance". Adding an item with that mod into the Horticrafting window, selecting the previously mentioned harvest crafting, then clicking the Craft button results in the error message: Item has no modifiers of the specified type.

At first glance, this seems like a bug. The hybrid "of the chosen" mod grants Lightning Resistance, and has a similar-tier modifier that grants Fire Resistance (such as +20% to Fire and Chaos Resistances), so it appears to fulfil the requirements of the harvest craft. However, upon further testing I noticed that the harvest craft in question does not work with the craftable (not unveiled) version of the hybrid ele/chaos resist mod. This might also be a bug? The harvest craft does work with the single resist crafted mods (such as +28% to Lightning Resistance).
