Don't think it matters much til they change some fundamental concepts of the game. The main one being what plagues majority of ARPGs. One Action Skill with supports to improve that Action Skill.
I've tried builds with two Active 6L Skills in PoE but often (Esp. Self Cast) it's not worth the effort and certainly not worth to currency investment. We need more interactions like the Trinity Support. We only ever need a 6L and that's it. Sure you have 4L support, avoidance, ect but "technically" you can just play with one skill. They need some performance reward for alternating skill use. "Never trust floating women." -Officer Kirac

It will take another year or two until 4.0, but then you will probably have more gem slots than you know what to do with. I do not see a point in trying to create an interim solution if an actual solution is already confirmed.
