It's not that simple.
There's an hidden check to see if a mod slot will be allowed to go beyond a certain level (forgot what's the threshold). If that roll fails, it becomes impossible to get higher. If the roll succeed, it will be possible (but not guaranteed) to have top mods available.
And your example is using perfect rolls, which is 1/3 chance for attack speed and 1/20 chance for increased damage. I'm pretty sure 2h axes could roll the max local attack speed mod though, which would bring the chance to 1/2 for a perfect attack speed roll. You'd have 1/960000 chance to roll a perfect axe if you ignore the bias for lower level mods and if I'm right about the attack speed mod.

I thought if i have a ilvl 78 weapon i can roll the top mods

That must be item level. There is no other "hidden check" when crafting.
When it comes to the items we talked about here, needed item level is 77.

The item level only limit to available pool (in the case of a ilvl 79, it includes everything).
I forgot where I saw it stated, but I'm pretty sure that it's something around 30% chance for a mod slot to be able to roll over a certain mod level, despite the ilvl of the item).
