Does a Gem need to be quality 20 before corrupting?

So far I've been corrupting 20 quality gems (hoping to get that 23% cyclone) but I don't know if corrupting a gem adds or subtracts 10% quality or up to 10% quality. If it's +/- 10% all the time, couldn't I just use a 13% quality gem?

Add or subtract 1-20 quality. Gems can have up to 23% quality.
It is RNG that can in-between +10Q to -10Q

Usually its small range from my experience, though its probably rare occurrence the for higher roils?
Just tested on std on like 100 gems, highest I got was 8q...
Wiki say 1-20, but regardless its so rare that attempting less then 20q is pointless as there are many outcome to this gamble to begin with.

I've gotten a few 21 and 22 quality gems after corrupting, so yes, boosting to 20 first will maximize your chances of a 23 quality gem.
