Flammability and Elemental Focus

Hi, i have question about these 2 gems. If I apply flammability on enemy, does my main skill with linked elemental focus have chance to ignite ? Hits against Cursed Enemies have +25% chance to Ignite – I dont understand quite well this description and I'm wondering if I have to find another source to inflict ignite on enemies.

+% change wont help when you cannot do something at all.
