Master Fletcher doesn't increase arrow speed

Master Fletcher bow passive's "20% Increased Arrow Speed" doesn't affect the projectile speed of Tornado Shot. According to my testing, it also applies to Rain of Arrows (it's also affected by projectile speed modifier).
