Atziri's rule still bugged

So the new atziri staff is still bugged even though patch notes are saying its fixed. i can replicate the bug on command. just pressing quicksilver and it fails to cast one of the spells and it makes it seriously tiring to play. also the damage bug with emberwake is affecting it.
