Not being able to unlock Heist Members.

I am not able to unlock any more Heist members. I am stuck with Karst, Tibbs, Tullina, Neneet; Huck and Isla. Each of them have atleast one attribute at level 3, multiple have their attributes at 5. I already completed all the green contracts so I am not really sure how to unlock the 3 missing ones.

My huck has lockpicking close to level 3 and Brute Force Level 3. What im understanding is that i got unlucky, is that correct?

only regular contracts count, blueprints and quest contracts cant unlock new members
