Negative effects are always stronger than positive effects.

"always ignite" meeting "cannot be ignited" and "cannot" will always be the one in effect..

Therefor any debuffs or reduced chances or what not, will always take greater effect..

The reason "your hit's can't be evaded" equals monsters to never evade, is because it's a "CAN NOT be evaded"..
