Corrupted Blood stacks no longer have a delay before dealing damage

Prior to 3.14 there was a very short delay between getting one or more stacks of Corrupted Blood and the damage starting to apply. This short delay was sufficient to pop a Stauncing flask before taking any noticeable damage and consequently made having Corrupted Blood immunity more of a quality of life or per-encounter (Shaper et al.) choice.

As of 3.14 and the Corrupted Blood rework this delay no longer exists and there has been no mention of that particular change in manifestos or patch notes so I'm going to assume it's bugged.

The current state makes Corrupted Blood immunity a near-must on characters with low physical damage over time mitigation, as getting a full stack of ten under circumstances where the character takes increased damage (vulnerability, shocked etc.) deal significant damage in a very short time span.

Mefchanically, there was definitely never any delay. All debuffs apply their stats immediately.
