What is the point of item like this?

Tornado shot maybe? Because the secondary arrows are considered continuation of primary for these purposes, they might hit if you aim just behind the enemy.

I'm sure they have something mind and players just have not figured it out yet. Then it will be nerfed once they do lol.

It is a filler leveling helmet.
It works well with frost blades letting you invest fully into single target. Problem is: non-muliplier damage scalars are meaningless. 50% inc damage is nothing. Esp on a helmet noone enchants with your skill of choice. |

" That's a good idea. Melee part is not projectile so projectiles (which are pretty weak) could have nice damage buff.
