looked in sarn encampment act 3 & 8 but i cant find him...

Yes.
Most of the crafts from the Forsaken Masters can be obtained by unveiling items dropped by them while they are member of the Immortal Syndicate. Veiled Item you obtain as league rewards, or Veiled Modifiers you slam via Veiled Chaos Orb may have a chance to have modifiers exclusive to Syndicate member - this includes Leo. Those crafts will be transfered at Standard at league's end if you don't have them already, buy you have to redo this all over again at each league (as pretty much anything else beside Hideout) |
