Evasion and block chance order.

"
Evasion is the first layer of defence that increases a character's chance to evade incoming attacks. Evasion is opposed by the attacker's accuracy. Along with armour and energy shield, evasion is one of the three defence types that can implicitly appear on equipment.

Just want to make sure on this...

So evasion will roll first? So in the case of, say, Mistwall... If I keep dodging things, my max block chance remains intact until I don't dodge something?

Uhhhhh also, another question...

Do enemies have a minimum chance to hit? Like 5% or whatever? Or can they hit 0% chance?

Yes (though to be nitpicky, Dodge and Evasion are separate mechanics, both of which roll before Block chance).

That's a good question and I'm not 100% (heh) sure. I do know that the devs seem to like implementing the same mechanics for monsters as for players whenever possible, and I know that at some point they changed the 95% Chance to Hit cap to 100% Chance to Hit, so if I were a betting man, I'd say enemies can have 0% Chance to Hit if you have enough Evasion Rating plus that Avatar of the Chase modifier.

(Avatar of the Chase would likely be required for this, since if I remember correctly, the Evasion formula has diminishing returns built in even more so than the Armour formula which scales linear EHP; Evasion scales less than linear EHP, I think).
