Life regen bug

For some reason my regen is geting gutted on maps without any mods that affect regen, i normaly have like 1200 base life regen, but for some reason it becomes 700, and only goes back to normal when i leave and enter the map again

" One of your Cluster Jewels has "Surging Vitality", have you allocated this? This causes you to regenerate 10% of your Life over 1 second every 4 seconds. EDIT: I read the thread incorrectly, there seems to be something else. EDIT2: For whatever reason your Stone Golem wasn't buffing you, you can see that in the video.
