Make the game use the GPU instead of CPU
I have no idea how a game in 2021 can only hammer down the CPU and keep the gpu between 1-5% usage. I keep freezing because of that. All of my friends have the same problem. Please for the love of god, render stuff on GPU not CPU WTF.

If you're not yet. Try using Vulkan. DX11 was hammering my CPU last league to 100% spikes while idle. It never did that before and I haven't checked this league but I doubt this will change GPU usage.
My 2070 is always capped out with either API though at 3440x1440p 100hz. Most games hardly hit the CPU these days but that's technical not software. I'd love if my CPU could take some load off my GPU but it can't. I run a 6700k at 4.5ghz and GPU is still my bottle neck. "Never trust floating women." -Officer Kirac

I ma running vulkan, my GPU is sitting between 1-5% (RTX 3070) while my cpu (i5 7600-k) is hammered at 80-90%. Harvest is unplayable cause of the lag spikes, Ultimatum has random lag spikes, Delirium is constant low. Honestly it's annoying beyond belief, I thought my gpu was broken until I noticed that PoE is not even fucking using it even though it's selected under options in the game menu...

i managed to get the CPU bottleneck down after adding a few settings i wasn't using before 3.14:
dynamic res (game settings) foreground FPS cap (game settings) low latency mode (GPU settings) windows hardware accelerated GPU scheduling (windows) windows variable refresh rate support (windows) this along with the normal: Vulkan renderer Rivatuner FPS cap windows power management high perf (100%) GPU power preference max G-sync (no v-sync, superseded by rivatuner) game settings: Low except 'Number of lights' is high on an i7 7700k (no OC) default turbo (and its AIO radiator hasn't been cleaned in a year lel) 1060 6gb (gigabyte wfoc2, stock) 16gb ddr4 3200mhz (kingston hyperx) 512mb samsung 970 pro (NVME 2gb/s r/w) display res: 2560x1440 game res: 1280x720 might try going back to 1920x1080 now and see how its working with new settings (while live streaming, h.264 1920x1080 60fps 5000 bitrate, need to check playback to see how OBS is handling changes) Granted its not perfect, its more or less treating the symptoms of the bottleneck by preventing the game from failing to render appropriately, as i still lots of erratic CPU utilization.
