Issue with Flicker Strike not generating frenzy charges

I've been playing Flicker Strike with Oro's Sacrifice and I've noticed that I'm not getting the right amount of frenzy charges per hit with Multistrike. I have 100% chance to Ignite on hit, and another 20% chance to get a frenzy charge from Raider Ascendancy which means I shouldn't be having any issues with generating Frenzy charges on single target enemies, but for some reason I'm only getting 1 frenzy charge about 80% of the time every 3 hits despite me having well over 100% chance to gain a frenzy charge on Hit, so something is off there. Is it possible you're using Chainbreaker and it isn't frenzy charges specifically? If so, see this thread. (Most likely, that's not what's going on, but I thought of it.)

Not using Chainbreaker, I'm using Oro's Sacrifice and Raider Ascendancy for frenzy charge sustain.
