Missing Shader Cache folder and Overall issues

Hi,

As of acquiring a new GPU before the new league I decided to go ahead and perform a clean install of the game + deleting the shader cache folder (for some reason I had cache folders both in the install location and under "documents/my games" I proceeded to delete both as from what I understood they would be re-created after playing the game.

I've been experiencing some technical difficulties now with Ultimatum (my specs below) where there's significant fps drops accompanied by my GPU usage dipping below 60% (whereas I'll be around 80-90% usage when hitting 140 fps). not only that but constant texture loading issues where there would be invisible monsters, skills and textures not loading in a map until a second or two after showing up on the screen as well as random black screens during ultimatums that last for a second or two (despite the game still running and able to do actions).

I decided to investigate the cache folder location again and to my surprise there's no cache folder anywhere to be found. not on the install location and not on "document/my games". at this stage I don't know what to do to improve my performance and fix the issues.

pc specs:
win 10 64bit
16gb ram
AMD RX 6800 XT
Ryzen 5 2600x

the folder is moved once again and you can change the location in the option in-game (guess some one complained that their SSD drive is not the C drive

OK that helps with the location of the cache folder. however my other issues (which I was hoping were related to a missing cache) are still there and no idea how to fix them.
