T2 is the highest Tier of Accuracy you can reach on a Quant Helmet naturally (without incredibly unrealistic Beastcrafting Shenanigans), because T1 Acc requires ilvl85. Divined 1 off perfect in a Range of 351 to 480, I won't go for perfect. Craft can be changed to any of these:
