Yes, if you have a Tier X map that is connected to a Tier X+1 map, then that means that the tier X map is more likely to drop tier X+1 maps.
As far as the native drops within maps, you can only drop a map you have not yet completed if that map is connected to the map you are running.

Once you've completed a map the first time, you can drop it from any other map as long as the other tier rules apply.

Note that this restriction does not apply to Zana maps and maps from other drop tables such as Metamorphs, Temple, Delve, etc.
Map bosses have a chance to specifically drop a connected map. Non-bosses can, I believe, drop a connected map even if you haven't completed that map yet.

If you run a single map, you'll end up having many maps that are connected with the map you are running. Almost half of map drops are "connected maps".
