Large Cluster Jewel Claw/Dagger notable "Fan of Blades" does not work as intended

I allocated the point "Fan of Blades" on my large cluster jewel on the passive tree

when freshly allocated, entering another instance, or leveling up gems, the additional projectile is GONE

when swapping to a dagger, the additional projectile works again, when swapping back it still works, but as soon as you enter another area or level up gems, the additional projectile is gone again, and you have to swap to use a dagger for some weird kind of reason to make it work again, but only for that instance

there might be more to this issue, but that's what I have found out so far
