Did i craft mirror worthy item?

This stuff starts at 600exalts on standard and none is avaible in ritual, so i was wondering if it is really godly for some build for example righterous fire or maybe scorching ray. If i divine it and get harvest craft with elemental dmg per quality is that mirror service worthy or not really. A Void Sceptre gives 40% Elemental Damage. Generic Spell Damage does not benefit RF and is thus a useless stat for that type of build. Using a wand also prevents you from using Vigilant Strike which is a staple skill for most tanky RF builds. This is far from being worth 600ex or mirror-tier, especially considering it's multimodded and doesn't have +1 to spells
