(Answered) Pale Court portals won't open

I've done the 4 prophecy chains and have the 4 different key frags. When I put them in the map device, the "Activate" button lights up, but when I press it, nothing happens.
I can take the frags out of the Map Device (so I haven't lost them) but I cannot get into the Pale Court. Any ideas? Have I missed a step? (I did listen to Navali's Pale Court speech). Did you put the keys in the right order? The four pieces need to look sort of like a circle when it's right. It won't open otherwise.

99.99% sure that I did have them in the right slots. I've done this with sacrifice frags before, so I knew what to expect.
I also checked a YT video and what I did looked correct. |

Because maven has no interest in the fight and you need to disable her first?
