Are Ritual Base Types bugged?

Would have been done first week, now need to rebuy these junk bases to finish it.

I gave up after at least 400 maps without seeing a single one. PS. That's after I got frustrated and started counting. Much much more most likely. Hell it takes 228 maps to get Maven to 10 in all areas and that was done long ago.

Someone suggested just level a new toon, they are more common at lower levels.

Only took to start of Act 6 to get remaining 7.

Maybe it's GGG's way to force you to play the league stuff while leveling instead of rushing to maps. I really hope not.
