Quartz infusion doesn't give permanent phasing

Title say it all, it doesn't give me phasing even tho I should, I only get it when I kill because of freedom of movement, but even with the ascendancy, I do not have it permanently

If you are just basing it off not having a buff icon, it was removed in the last patch.
