Movement speed boot enchant no longer working

Since this morning, I noticed that my boot enchant "10% increased movement speed if you haven't been hit recently" is no longer working. To make sure, I went from my hideout into actual zones and made sure that I indeed havent been hit for 4++ seconds.

Is anyone else experiencing the same issue/bug?

My theory is that it has to do with the anointed boots which have popped up recently; that something GGG did to hotfix this exploit has broken the regular boot enchant on non-exploitive regular boots like mine.
