Latest arcane surge fix in patch 3.13.1c

So, your fix for the arcane surge was to never let it update even if/when you're applying an equal buff? So now I have to wait for it to run off and then cast the spell which has arcane surge linked to get the buff again.

Don't know if this is intended with this latest fix or if it's just a bug; But seems very counterintuitive.



Yes, arcane surge is low enough level to proc in one cast of my flame dash, it's just never refreshing the duration. And no, I have no other sources of arcane surge in my gear/tree/anything.
